[CentOS-announce] Release for CentOS 7.3.1611 on ARM64/AArch64

I am pleased to announce the general availability of CentOS Linux 7
(1611) for AArch64/ARM64 machines.


== Changes
The kernel has been rebased from 4.2.0 to 4.5.0, and includes several
patches recently merged into the upstream. The kernel patches and
modifications can be found at

== Known Issues
1. Mustang based boards must be on the most recent firmware version,
otherwise the network may lose connectivity when using 4.5.0-19+ based
kernels. Please ensure your hardware is running the most recent firmware
available to avoid network issues.

2. Merlin based boards should be on the most recent firmware version, in
order to take full advantage of recent kernel improvements.

3. Some ThunderX based boards have been reported to have MAC address
inconsistency when using older firmware versions. Please make sure you
have the most recent firmware applied to your hardware to avoid network
issues.

Several security issues were fixed in NSS.

Software Description:
- nss: Network Security Service library

Details:

It was discovered that NSS incorrectly handled certain invalid
Diffie-Hellman keys. A remote attacker could possibly use this flaw to
cause NSS to crash, resulting in a denial of service. This issue only
applied to Ubuntu 12.04 LTS, Ubuntu 14.04 LTS and Ubuntu 16.04 LTS.
(CVE-2016-5285)

Hubert Kario discovered that NSS incorrectly handled Diffie Hellman client
key exchanges. A remote attacker could possibly use this flaw to perform a
small subgroup confinement attack and recover private keys. This issue only
applied to Ubuntu 12.04 LTS, Ubuntu 14.04 LTS and Ubuntu 16.04 LTS.
(CVE-2016-8635)

Franziskus Kiefer discovered that NSS incorrectly mitigated certain timing
side-channel attacks. A remote attacker could possibly use this flaw to
recover private keys. (CVE-2016-9074)

This update refreshes the NSS package to version 3.26.2 which includes
the latest CA certificate bundle.

Update instructions:

The problem can be corrected by updating your system to the following
package versions:

Ubuntu 16.10:

This update uses a new upstream release, which includes additional bug
fixes. After a standard system update you need to restart any applications

* Policies and guidelines:
No new policies or guidelines will be prepared for the Fedora 26
deliverable. General module packaging guidelines will be created for
Fedora 27 or later, as the infrastructure becomes generally available.

This change switches Fedora's system-wide/default pkg-config
implementation to pkgconf, a new implementation of pkg-config that
provides better support for handling .pc files and a stable library
ABI/API for integrating into applications.


== Detailed Description ==
pkgconf is a newer, actively maintained implementation of pkg-config
that supports more aspects of the pkg-config file specification and
provides a library interface that applications can use to incorporate
intelligent handling of pkg-config files into themselves (such as
build file generators, IDEs, and compilers). Through its pkg-config
compatibility interface (activated when it is run as "pkg-config"), it
also can completely replace the original implementation. This change
involves enabling the pkgconf-pkg-config subpackage that provides this
compatibility interface in Rawhide, and having it obsolete+provide the
pkgconfig package so that it is the system implementation of
pkg-config for the distribution.

1. Enable pkgconfig compatibility layer in pkgconf package (which is
in conflict with pkgconfig)
2. Ensure that it doesn't break major number of builds during mass-rebuild
3. Fix issues

Retire pkgconfig package (Matthias Clasen) if everything went well
right after mass-rebuild and fixage of all broken packages due to this
change

* Release engineering:
Mass rebuild is needed (to ensure that pkgconf implementation is
used), owners of change will track mass-rebuild and fix issues
appearing with new implementation

* List of deliverables: All

* Policies and guidelines:
Nothing needs to be updated, (Build)Requires will still work as
expected in pkgconfig() form, paths are not changing
