The fontconfig cache files are placed onto /var/cache/fontconfig now.
this seems incompatible with the ostree model. so this is a proposal
to move it to /usr/lib/fontconfig/cache.

this seems incompatible with the ostree model. so this is a proposal
to move it to /usr/lib/fontconfig/cache as proposed at #1377367 [
