Change Checkpoint: Proposal submission deadline (System Wide Changes) on Fedora 27 is today

Hi everyone!

Today (2017-07-04) is the submission deadline for System Wide Changes
of Fedora 27 [1]. Please schedule your upcoming System Wide Changes
for the next (Fedora 28) release.

Self Contained Changes proposals submission deadline is on 2017-07-25
with changes completion (testable state) in the following week
(2017-08-01).
